I think thats just where the cabin crew are being trained. Flight crew did training in Crawley which is next to Gatwick, yet they aren't launching flights from there.

At least Hans is being set up to serve this market directly straight from the off.
Primera was already an established airline doing short haul from a relatively small market and then overstretched themselves trying to do long haul as well.
