They seem to be arguing that the airlines and routes that decamped to other airports only did so on a temporary basis whilst this whole thing gets sorted out, implying that these airlines will simply return as soon as the airport opens. Therefore by that logic the routes are DSA’s and LBA has just borrowed them.
So LBA has borrowed OTP/GDN? FR operate in their own right, so overlap

TUI routes, I mean they only added a DBV on their metal for their cruise program.. overlap with Jet2?

LBA haven't borrowed them, the airport was shut permanently.. DSA lost them.

DSA clowncillers all smoke and mirrors and seem to be digging bigger and bigger holes.

Reports over on the FB pages an announcement is due 25th.. well that's Saturday, I don't think so.

Maybe they should announce, no private party is interested so they've had to set up their own company and use public funds. Thought Jet2 was buying the airport? or Virgin Atlantic wanted it for sole use for themselves? Emirates to DXB was it? couldn't make it up
 
The report also seeks to be questioning the latent demand in the region, I can’t recall the exact wording but it was written along the lines that whilst they claim the airport will attract passengers away from other airports the main focus will be on routes where there is no overlap, but they went on to say that this doesn’t seem to exist. Inherently LBA will have grounds to challenge, not because they are afraid of losing business (as some have been stating elsewhere) but because it saturates the market and weakens bargaining power which intimately results in less choice for the consumer rather than more.
If I was in LBAs shoes I’d not hesitate in mounting a challenge - it potentially devalues an asset which at some point they may wish to dispose off. All well and good doing that on a fair commercial platform but this is not the case given it is using public funds to provide an artificial advantage.
I read the part about route overlaps and my reading off it is that it is full of contradictions where they reference market competition.

As an aside the biggest growth in terms of actual passenger traffic is from MAN. I do wonder how CDC expect to counteract the massive commercial advantage MAN group have? I suspect MAN group aren’t really bothered about DSA as they will seek to crush it commercially using their significant commercial advantage……

Well it looks like I'm off to Australia and New Zealand next year! Booked with BA from Manchester via Heathrow with a stop in Singapore and returning with Air New Zealand and BA via LAX to Heathrow. Will circumnavigate the globe and be my first trans-Pacific flight. First long haul flight with BA as well and of course Air NZ.
