As far as I am aware this is part of the agreement for the airport with the local neighbours in order to give those who live near to LCY a break from the aircraft taking off and landing.
Low cost holidays used to be ATOL protected when they had there head office based in the UK but when they moved it over to Spain they withdrew from ATOL.
The traffic light system is a standard day to day thing at LBA. With so many flights coming in and going out at the same time and the lanes used are used for both departures and arrivals this is the only way to handle the amount of traffic passing through.
Shame we don't have the likes of national express operating coaches into the airport on a regular basis from places such as Hull, Grimbsy, Sheffield Etc to allow more connections to the airport.
Jet2 won't mean to be suggesting flying from Manchester over Leeds Bradford, the more likely reason I would say is there cheaper from Manchester would be they have more competition from Manchester for routes than they do Leeds Bradford so that could possibly be the reason it's £100 cheaper...

Presuming the reason why it's dearer from LBA than MAN was due to them having to pay jet2 for the seats onboard where as its cheaper to use there own airline?
